Martin is an ECA Technical Director and economist with over 20 years’ experience. He joined ECA in 2017 and has worked extensively on the economic regulation of the electricity, gas and water sectors. His clients include regulators, regulated companies, consumer bodies, and investors.
In the past five years, Martin has worked mainly in the UK energy and water sectors. Across two extended spells at Ofgem, he has been the interim head of the Gas Distribution Cost Assessment team (helping develop the methodology for the RIIO-2 price controls), the interim head of the RIIO Finance and Investor Relations team, and supported Ofgem on National Grid’s proposed sale of a majority stake in its four gas distribution networks. In the water sector, he has provided interim support for Ofwat during the 2019 price review (PR19) and has undertaken several assignments for CCWater relating to the financial performance of water companies and the cost of capital for PR19. Previously he has worked on, and led, due diligence assignments in the England & Wales water sector and on gas networks.
Martin holds a First-Class Honours Degree and a MSc. in Economics. Prior to starting work in consultancy, Martin spent four years as a researcher in London Business School’s Economics Department.
